Background
Background:
This project focuses on strengthening local governance in Rwanda to fulfil their roles as actors of poverty-oriented good governance in partnership with civil society more effectively.
The project has three key outputs:
1. Improving Service Delivery: Local governments will be supported to provide services that better address the needs of vulnerable populations, including women, youth, and people with disabilities.
2. Enhancing Financial Capacity: Institutional capacity-building initiatives will help local governments manage public finances and increase their own revenues in a socially responsible way, enabling them to implement poverty-focused governance measures.
3. Strengthening Citizen Participation: The project will facilitate inclusive participation processes, ensuring that the priorities identified by citizens and civil society organizations (CSOs) are integrated into local planning, budgeting, and service delivery.
Job Description

Tasks

  • Ensure compliance with GIZ guidelines on local contributions and advise partner organizations.
  • Conduct eligibility checks (KEP) for potential partner CSOs.
  • File completed local contributions (financial and narrative reports) with the procurement department.
  • Provide capacity building for partner organizations on administrative management of local contributions.
  • Oversee compliance with guidelines and address non-compliance issues.
  • Follow up with partner organizations and approve all LCC vouchers (receipts, invoices).

Candidate's Profile
The candidate is expected to fulfill the following criteria:

  • Education: Bachelor’s degree (or equivalent) in either business administration, finance, accounting, or equivalent
  • Language: Proficiency in English and Kinyarwanda (C1 level).
  • Experience: 5 years of professional experience in administration or finance
  • 3 years of professional experience in finance management and specifically, the financial management of grants or local contributions with CSOs
  • 1 year of professional experience in financial auditing or compliance auditing, or forensic auditing
  • 5 years of professional experience East Africa, Central Africa, Southern Africa or West Africa of which 1 years in Rwanda
  • 1 year of experience in development cooperation projects
